No society can be stagnant. All in what is a jigsaw puzzle what the human kind have tried to solve and the puzzle still remains scrambled.Be it ,the different political or social ideologies, the 'best suit' for the existing society is tailored to suit its needs and later as the invisible brace of human knowledge expands, the suit is altered to fit the 'new horace' in an empirical manner. The misconstrued concept of accepting the 'new ideological' suit with the old cloth has led often to the clash of ideologies.
The recent speech by Dr.Kamal Hassan at Havard made me think twice about the concept of democracy. And as the thoughts purged my mind with different examples of the erstwhile millennium, yet another punch was added to it when my fellow mate expressed his views about what he refers to as 'True Capitalism'(The views expressed by him Misconceptions of Capitalism ).As I put my brain out as expressed in the previous paragraph,'No one ideology can be suited for the entire world and no fool would deny that'.Restricting my view strictly to the society of India,I compile my thoughts on this topic "Beyond the Ballot Box Democracy" in five chapters.Introduction:
Most often the term Democracy is defined only by the parameter "Universal Adult Franchise" by a common man.Remember, UK and US were considered democratic irrespective of them granting the voting rights to all its citizens only in the previous century (though declared Democratic in earlier 17th and 19th centuries). So Democracy goes beyond "Adult Franchise".Simply put in by a thin line definition, "ruled by the elected" stands appropriate. Then comes the trouble "elected by whom ?",for theoretical perspective that too stands with an answer,"elected by majority".So "Democracy is a form of government where people elect the ruling class".Finally we reached the definition put in Wikipedia by posing three simple questions.Well, the real practice as we all know is way different from Wikipedia page.
Parameters of Point Grade:
So how does a Democratic state function and what parameters does it guarantee to consider it to be functioning in a democratic manner. These parameters are enlisted in the 'Constitution of India' which when viewed in a 'non-biased' manner stands so far to be the best written Constitution in the world. The rights and the values guaranteed by our Constitution if when practiced in Spirit beyond the "Ballot Box rights" ,India then will be the 'heaven on earth' to be lived upon. But then, think on a comparative way the human life functions.A day well planned goes in a ruckus because of the very nature of human mind set yielding to parallel plan for the early gain or the needs which sprout from time to time. This 'defacto' of human nature can never be considered a serious fault as we are by birth accustomed to these wave form minds.Introspectively, these changes apply to functioning of the Democracy too.The system with its broad perspective cannot be micromanaged at every level by and large taking into consideration the dynamics of the changing society. All that can be done is the 'Spirit of Constitution ' be realised and its branches be enhanced to adopt to the existing features of the society. To state a few examples, "The famous Intolerance debate", "The Anti-nationalist protests"etc gives us a retrospective view of looking at the spirit of Democracy.
What we think?
Constitution, with 12 Schedules and 22 parts has till date met with 100 Amendments with the last one being the 'Exchange of Conclaves with Bangladesh' which modifies the 'Citizenship' rights of the people in the new territory. So when all such major decisions are codified by Constitution and executed via Parliamentary or Legislative laws at the Union or State level, how can the question of Development still exist our country. This will be the starting question for any civil service aspirant or a political science or a student from any discipline related to law.The point is ,neither does our education system nor does our daily living provide us the true nature of our Constitutional relish .We have been foretold since our birth that the system is corrupt and as such any such attraction towards changing the system needs your life to be offered as the first pay.The very truth why the younger generation avoid 'True Politics'.Doing justice to this foretold belief is the way in which the system is administered in the current date. The reader may kindly note that I never blame the system for being malfunctioned but the Administration that's being the scrutinised one for the profit of office holders.
With this background in the context,I would like to divide the chapters in this heading "Beyond the Ballot Box' democracy as follows
1.Indian Administrative Ecosystem and its formation
2.A comparative mode -West versus the Rest
3.Socio-capitalism and the way forward
4.The Brains and the drains
5.Way forward approach.
So as a conclusive part of the introduction for those who need a look back at the system and its currently abused status, the roots begins from your reading of the History of Constitution and History of India since 1857.Happy Reading..
